We expect that to go higher sadly,\u201d said Lieutenant Governor Dan Patrick.<\/p>\n\n\n\n<p>A sudden downpour dumped a month\u2019s worth of rain in hours, causing the Guadalupe River to rise dangerously to 26 feet. The surge swept away cabins, vehicles, and mobile homes, prompting multiple emergency declarations.<\/p>\n\n\n\n<p>Kerr County Sheriff Larry L. Leitha confirmed that 38 adults and 21 children were among the dead.
