Even Justice Sonia Sotomayor, often seen as liberal, agreed to the stay, writing, \u201cThe plans themselves are not before this Court, at this stage.\u201d Justice Ketanji Brown Jackson dissented, warning of \u201cmass employee terminations\u201d and arguing that \u201cCongress has the power to establish administrative agencies.\u201d<\/p>\n\n\n\n
